Can't Download or Update any apps, especially if they are already purchased.

I cannot Update or download any Free Apps or already purchased apps to my devices. I canceled my subscriptions and Apple still charged my card on file and it declined and now I have a Penalty on my Apple Account. Apple please fix this issue and set reminders for people too incase they forget about subscriptions, I never get any notifications for it ever.
