Moving I-Cloud photos from I-phone to PC

I purchased, some time ago, additional I-Cloud storage, upgraded to 50 GB. My I-phone has 512 GB of storage. I am trying to move pictures from my I-phone to my PC. Logged into I-Cloud on my PC and it has that I only have 5GB of storage. That is not correct. I have been paying for 50 GB of storage and it shows that on my I-phone. Why is it not the same on my PC? I can only see 5 GB of data on my PC.
