Downtime troubles on parental controls

We received new phones at this Christmas and change providers. We had issues transferring our information from one provider to another. Now our daughter is having issues with the parental controls downtime. We’ve set her downtime for 10 PM to 6 AM however it is 7:26 PM and she has not been able to see her contacts in several hours. We’ve tried troubleshooting it with the information online as well as changing the account as well as updating her to the newest iOS version. However, nothing is working. Can you please help?
