Re: Apple TV 4k (2nd gen) not showing my library. My library shows up on my PC. It shows up on my android phone. It shows up on my Vizio smart TV. It shows up on my iPad and it shows up on my Roku.
Am no expert in this area, yet your post to the community deserves some response. At least we get your discussion underway, and provide more opportunity for those with more expertise than eithor of us to reply.

I believe ... yet seems some small but necessary detail may be being overlooked ... needle in haystack ?
The way I understand it: It is the Apple TV app that shows the Library, rather than the device on which the Apple TV app is installed.

Seems spot on to me.
You may be currently using this method to sync you movies: Seems It dos not include Apple TV 4K ?

For TVOS 26: Apple support's article: View your library in the Apple TV app - Apple Support
Eg: says:
"Browse your Library:
- Go to the Apple TV app
on Apple TV 4K. - Open the sidebar, then select Library.
- Browse movies and TV shows you’ve purchased or rented, or select a category or genre in the Library sidebar to filter items.
- Select a movie to play it, or select a TV show to see available episodes."
Wondering what happens when you try this above method ...
eg: Library not in Sidebar / error message when you click Library ... or ... what?
NB: Article also says:
"Not all features and content are available in all countries or regions or on all Apple TV hardware models."
( Current documentation may be related more to Apple TV 4K (Gen 3) , although says Gen 1 and up.)

Wondering whether syncing the Music Library may have an influence on the movies and tv shows library.
It may need to be manually synced to the Apple TV 4K, if you don't have a music subscription.
Browse your Music library on Apple TV 4K - Apple Support
Eg: says:
"To learn more about syncing your library, see the Apple Support article
Use Sync Library with your Apple Music subscription.
Eg: says:
Sync Library requires a subscription to Apple
Music. You can also use Sync Library with an iTunes Match subscription.
If you can’t see the option to turn on Sync Library, then it might be because of the following:
- You don’t have a subscription to Apple Music or iTunes Match.

Well ... could be way off beam with this ... you would know.

With your expertise: guess you are properly set up from the get-go, yet seems something just needs to fall into place.
Sometimes mysteries vanish when a different cable is substituted for the current one.
Set up Apple TV 4K - Apple Support
Eg: says:
"HDMI Cable: "To connect Apple TV 4K to your TV, you need an HDMI cable.
If you have a 4K TV that supports HDR, you need a compatible Ultra High Speed HDMI cable (sold separately)".
