My iCloud photos ran out of storage and as such there are some pictures on my old device which have not been synced to it. I want to know if those photos would have been included on the iTunes backup on my PC, or if the backup skipped those photos since iCloud photos was on.

The latter is correct, when you enable icloud photo library Set up and use iCloud Photos - Apple Support it isn't part of the backup How to back up your iPhone, iPad, or iPod touch with Windows - Apple Support
Are photos that fail to sync to iCloud Photos included in iTunes backups?
