There is a little-known feature of the new APFS Mac filesystem that you want to use here.
Launch Disk Utility.
Click on one of your "Macintosh HD" items.
Then click the "+" button in the toolbar.
This will create a new volume alongside your startup volume. It will share space with the rest of the data. I call mine "shared".
What permissions do I need to give it to be visible on both accounts and allow collaborative editing?
Next, select the new volume in Disk Utility.
Choose "Show in Finder" from the File menu.
You'll now be in Finder with the "shared" volume open.
Choose "Get Info" from the Finder's File menu.
Scroll to the very bottom and make sure the button reading "Ignore owner ownership on this volume" is checked.
This last part is very important. Otherwise, you'll constantly be having problems with permissions.
Normally, internal volumes have permissions enabled and external volumes have permissions disabled by default. Since this is an internal volume, permissions are enabled by default. By changing this setting, you make the internal volume behave like a shared external volume, but without all the hassles that come with an external drive.
Ideally I would like a link to it sat on desktop or task bar?
This will be a volume like any other. It will be in the Finder sidebar. You can configure Finder to show all internal volumes on the desktop. Or you can put an alias on the desktop.
