You can't. Apple has never supported downgrading the iOS.
That being said, if you can tell us in some detail about what issues you are having, we might be able to help.

The vast majority have no problems, some don't like the glassy UI
so Either
Settings, Display & Brightness , Liquid glass, set to Tinted instead of Glassy
Or one or more of these
Settings, Accessibility, Display & Text size, reduce transparency
Settings, Accessibility, Display & Text size , increase contrast

Everything has become more difficult to use. I can’t even properly search anymore. Common searches that I used in the past no longer work. The browser usability has been trashed. I’m not sure what they did, but somehow it’s all flaky now. I’m guessing it’s all tied to AI, is there a way to turn off all AI functionality?
It’s not the Liquid Glass appearance that’s the problem. It’s the functionality changes to the browser, email, photos, etc… the browser is especially flaky now. I getting the impression it’s the AI functionality they have tried to integrate is somehow causing the issues. Either way I seem to be fighting the browsers at every turn. I can’t seem to get email searches to return results like it did. So I can’t find existing emails very easily. I have been able to find them by including much more information to the point of ridiculousness. What happened? How did it become worse rather than better?
I could literally type two words to search through emails and it would return results and I would usually find the email I was looking for, if I try the same thing now, it won’t even return results sometimes. I have to use five to ten keywords to get results and then most of the time I still can’t even find the one I’m looking for. I’m sure I’ll just get use to it, but somehow the functionality has gotten worse. Hopefully it will improve over the next few updates as they work the hiccups out of it. But man, nothing like taking a step back for what you hope will be a better future. It has forced me to put the phone down more, out of frustration with it’s functionality, so I guess that’s a good thing.
When did you update?
Spotlight indexing will continue in the background for about 3-5 days which may be the reason you are not seeing immediate search results. It has not been the case for me that I have to enter 5-10 keywords to get results in Mail. Not sure what other functionality changes you are referring to with the browser, mail, or photos. If you want to turn off the Categories in Mail, then tap the 3 dots on top of the page and choose List View, which looks like it did before the update. The browser has not changed much at all for me and Photos is different but easily adjustable, much more than in previous versions.

You can turn off Apple Intelligence (which first appeared in iOS 18).
You cannot turn off other artificial intelligence functionality (such as machine learning features).
Also, many of the things that people complain about with iOS 26 (e.g., Liquid Glass) are not AI features.

Something that can prevent updates and also junk the phone is App store VPNs, particularly free ones. Is one installed?

OMG, they better quickly release an update to fix this asap. It’s so bad, this could spell the end of Apple. WTH were they thinking.
It was introduced in September, and you didn't have to update to it.
