Do not disturb isn't broken for me in any way. It's not broken for anyone else I know. And downgrading isn't, nor has it ever been supported. Plus, you're not writing Apple here. This is a user to user only forum and Apple isn't here.

Are you using Do Not Disturb correctly? See this --> How to turn Do Not Disturb on or off on your iPhone - Apple Support

You can also schedule Do Not Disturb with Focus Modes --> Set up a Focus on iPhone - Apple Support

we are not apple

these forums are user helping other users like yourself, it's sort of going

to a physical apple store and asking other customers their advice

though if your experience is that if people calling 2 times in a row bypass do not disturb then that has always been the case, a design feature more than a bug suppose they made it that way as a emergency thing.

This is a user helping users with tech questions forum, we are not apple
