Without intending offense, you’re holding the Fn key when typing the E, right? (You’re not pressing and releasing Fn, and then pressing E. That won’t work. That has tripped a few people too, which is why I’ve asked.)

How about the Command-Control-Space chord? Does that get you into the emoji picker?

Also check whether the modifier keys have been remapped.

Edit: and I now see a restart cleared it.

You have not given us nearly enough information to assist you. One example is we don’t know if you’re using this symbol … … or the character viewer.

Does the Character Viewer not appear when you Press Fn/Globe-E, or choose Edit > Emoji & Symbols?

Does it appear but you cannot add symbols to your text? What apps exactly?

I just did a "restart" on my iMac and everything is working properly! Hope this helps the others.

How about Fn/Globe - E? Or Edit > Emoji & Symbols?

Neither of those worked either.
