iPad to iPad transfer incomplete to new iPad Air

Transferring older iPad running 16.7.12 to new iPad Air, 26.2. Using the iPad to iPad transfer about 50GB has not transferred, but process says it is complete. I have tried this twice from startup screen. How can the rest of the files be transferred?

Files and other content synchronised with iCloud won't be directly transferred to your new iPad - but will be downloaded from iCloud upon first access.


In your Files App you may see Apps or folders have an associated cloud icon with a downward-pointing arrow. These are files that are available in iCloud, but not yet downloaded to your iPad. If you touch-and-hold the file/folder, this will expose an action menu - from which you can trigger a download manually.
