MacBook Air has scrolling issues in Mail app and on websites

I continue to have scrolling issues on my MacBook Air. I am attaching an example of my Mail app. As you can see "iCloud" is at the very bottom of the list. In order to reach that and any items under it, I have to click and shrink the window in order to get a scroll bar. I have this issue on websites as well. I am using IOS Tahoe 26.1, but I have had this issue asl long as I have had this laptop. It's very frustrating, and I know someone in the community can give me an easy fix. Any ideas appreciated.
