Did something about Automations change recently? No more action choices?

A simple automation I made last year opened an app (MyQ) when I arrived at a location. Worked great and still does.

I wanted to do the same thing only for when leaving a location; however, once I choose "Leave", add the location and then hit "Next", there are no actions to choose from - only "Get started (Create New Shortcut)", My Shortcuts", and "Starter Shortcuts", then a list of many apps. The MyQ app isn't one of them.

Why wouldn't be able to make this automation if I had previously done basically the same thing last year.

And why are there no choices for action, scripting, etc.?
