How to resolve local and internet recovery issues after HDD replacement on MacBook Pro?

creating bootable installer(s) does jack **** as it will not be recognized in the boot picker. i’ve got the ”efi boot” option ONCE in like 6 hours of trouble shooting and it didnt even work then
