I know how to do it on the Mac using Preview: open PDF #1 in Preview, show sidebar, drag-and-drop PDF #2 into the sidebar. Voila.

Trivial. You can add a Merge PDF action to your share-sheet actions by using the Shortcuts App.
From Shortcuts, simply search for a precompiled “Merge PDF” shortcut from the Gallery.
