Upgrading from PC and itunes to Mac and Apple Music

I have a large (160,000+) song library in itunes on an old PC. I want to upgrade to a Mac and Apple Music. I'm not interested in matching or streaming. I just want to know if I can get a Mac and import my music (contained in folders on an external hard drive) into Apple Music. Then will the iphone app be able to mirror my entire local library as long as I'm on the same in-home wifi?
