Are you referring to an app that is creating empty folders?

  • An app can only create folders on your computer if you give it permission to do that. Check at  > System Settings > Privacy & Security > Files & Folders, and you can revoke that permission if it had already been granted. You can do the same for iCloud access by going to  > System Settings > [name on top] > iCloud.
  • As for why an app is creating empty folders, that would be a question for the developer of the app to answer.
