Apple TV not remembering watched episodes for purchased content

I have an Apple TV 4K second gen on latest OS and the Apple TV app doesn’t remember watched episodes, always defaulting to starting on season 1 episode 1 for all purchased TV episodes. I have the setting Apps | TV | Use Play History set to On. Why is Apple TV failing at this basic task of remembering which episodes I’ve seen?

Please try signing out of your account for Store services, then sign in again. Then try to see if watching an episode will be added to the counter.
