I am currently using MacOS Ventura 13.7.8 on a Mac Mini 2021. I would like to upgrade to Sequoia (rather than Tahoe for a number of reasons) but there is no longer an option for updating to Sequoia under Software Update (only Tahoe). How can I update to Sequoia?

Check and see if Sequoia is available for you to download from the App Store.
To do that, go to > How to download and install macOS - Apple Support
then scroll down to "Use the App Store" and click on Sequoia 15
Use this Terminal Command and what does it report ?
softwareupdate --list-full-installers
If it does find Sequoia 15.7.3 - good
Then use this Terminal Command
softwareupdate --fetch-full-installer --full-installer-version 15.7.3
I should pulling down the Full Version which should be about 12 - 15 GB
