Is it possible for the opacity action when creating an effect under Animate > Action in Keynote to go from X% to 100%? I can only see the ability for it to go from 100% to X% I would like the object I'm animating to fade in.

If that still doesn't work for you, then another alternative would be a mask...
Say you have an image that you want to fade-in.
Overlay this image with a rectangle of the same dimensions.
Apply a fade to 0% action to the rectangle.
This will have the effect of fading-in whatever is underneath the rectangle, i.e. the image you're trying to reveal.
Both the rectangle and the image can have a Move action applied, so they move in synch. Or, with careful placement/layering, the rectangle could cover the entire range for the image move, so the image moves at the lowest layer, while the rectangle gradually fades out.

Fade In can be achieved at the slide/Build-In level, rather than as an Action.
You can use the Fade and Scale Built-In action,. with the scale set to 100% (so that it has no effect on the size/scale of the item, but the fade will still apply:
This is a GREAT idea! Unfortunately, it won't work in the is case, because there are background images that the rectangle obscure. I appreciate your thoughts, but I think what I want to do just isn't possible.

I'm not quite sure I understand this statement. In the Build Order panel you can see a list of all the build effects attached to objects on the slide, you can reorder them, and group them so that any combination of effects play simultaneously or consecutively (with optional delays):
Here you can see that the second object's build-in is tied to the same time as the first object, with a 0.5 second delay.
I'm guessing that your slide is more complex than I can visualize, and I'm not quite seeing what you're aiming for and can't quite reach.
