I deleted files from a flash drive using disk utility and then put on some mp4 clips.. Now TV won't recognise the flash drive whereas it did before. Does it need to be reformatted and if so, how do I do it?

Use the Disk Utility to reformat it as MS-DOS unless the TV's documentation specifies a different format.

You have to find out what partition type of file system your TV requires for using a USB drive.
You also have to make sure the files you place onto the USB drive are also compatible with your TV. I would expect a TV to be very limited on the types of files it can use. Even if a particular file type is supported, your TV may not be able to handle all variations of that file format. Again, you will need to check with your TV's documentation, or possibly even check online audiovisual forums to see what others are saying about these things in regards to your specific & exact model TV.
