My Focus time is being bypassed by non favorited numbers

I have “Do Not Disturb” set everyday between 10PM and 7AM. I have only three numbers set to by pass it. Every month or so a different number I do not recognize will bypass it, usually through text, and wake me up. Any idea how to stop it?
