How to group apps in Tahoe now the launchpad is gone?

You can create a folder, put the folder on the Dock, then holding the Command+Option keys, drag apps into the folder, creating Aliases, which would make those select apps quickly available via the folder on the Dock. I might even Control-Click on the folder in the Dock to specify how I want it displayed, and before putting the folder in the Dock I might even give it a pretty icon .

For those that miss LaunchPad, and using the Apps Dock icon, Spotlight, or your own curated Dock folder is insufficient, there are some 3rd party LaunchPad replacement apps:
