Changing the Order or Arrangement of Markup Tools

No, and I don't imagine that will happen. Somehow, when Apple makes Photos more customizable it seems to add as much confusion as convenience, so it's a tradeoff-- and I'm betting that shifting around Markup tools is a bridge too far. What is it that's not working for you?
