How to resolve 'imap.gmail.com' not responding error in Outlook on iPhone?

CANNOT GET EMAIL Outlook error message states the mail server "imap.gmail.com" is not responding. Verify that you have entered the correct account info in mail settings.

When I go to settings on my iPhone it won't allow me to edit Apple account, iCloud, and more

Do you have any Management Profiles installed at Settings > General > Device Management?
Do you have Screen Time restrictions turned on preventing account changes at Settings > Screen Time > Content & Privacy Restrictions > Account Changes? This should say "Allow".
