Interesting finding indeed. I have 28k messages in iCloud and all settings and devices set to keep messages 30 days. I doubt I have received that many messages during previous 30 days.
Only way you can browse messages is to use the Messages app at one of your Apple devices. You cannot view them using a web browser and iCloud.com.
Any message in iCloud is synced to the devices on which you have enabled iCloud messages. Messages are not directly accessible by browser.

I. Set Up iCloud Messages:
Is iCloud Messages turned on?
II. Carrier:
A. Check your Carrier's Site:
What happens when you log into your Account on your Carrier's site? You might be able to see them there.
III. In iCloud:
A. Given Cellular is not Working and WiFi is Off:
You ought to be able to power on an iPhone associated to this device, and view them in the messages app. Export them form there: Set up Messages on Mac - Apple Support
B. Seeing iCloud Messages on a Mac:
Is Messages turned on, in the iCloud settings on a Mac you have associated to your Apple Account? If so, power off your router, and unplug Ethernet (likely through an adapter), and then power on the Mac. You'd see these, given your Mac did not sync with Apple's server upon sign in.

I'm referring to the Messages app. That is where you are looking for these, is that correct?

Note that there is a nation-wide Verizon outage, as of your original post. That like most likely the major culprit here. So, wait to see if it comes back on.

What does your reply have to do with the OP? If nothing, then create your own thread. Elsewise, how have you troubleshoot this, thus far? What tips do you have for the OP?
I believe OP refers to the count visible on iCloud settings / Messages. As mentioned mine shows 28k messages and I don't keep messages older than 30 days. That would mean I should receive over 900 messages per day, which I don't.
