Prompted for Screen Time Pin on Apple Watch with no Screen Time Settings Enabled.

I have an apple watch SE (ver. 10.6.1) with no screen time control set on either my phone or my watch. I wanted to access the privacy and security settings from my watch, but I keep getting prompted to put in a screen time pin??

I just got this as a hand-me-down from my mom, who definitely didn’t have screen time either. I’ve reset the watch and nothing has changed. I’ve turn screen time settings on my phone on and off again and I’m still having the issue. Any ideas???
