Green dot bank has locked my apple cash account for over 90 days, with no explanation as to why or timeframe for a resolution. I received a payment, & it was my first apple cash transaction ever. How do I resolve it?

Then that's it. There is no other mechanism or pathway to unlock it, and Green Dot Bank will likely not tell you why as legally they can't. Disclosing reasons for locking account is not allowed in the US due to the Bank Secrecy Act.
If you went through the process to unlock it and it completed successfully, then you all you can do now is wait for it to be unlocked.
