iCloud Photos not syncing on Windows 11

iCloud on Windows 11 couldn't sync photos. The status always shows "Updating..." in the iCloud application, and "Finish setting up iCloud Photos" in Microsoft Photos application

iCloud Drive works fine.

iCloud Photos also work fine on another Windows 11 PC that I have, so don't know what's the issue with this particular one.

OS versions and app versions are up to date. I've tried logging out then in to iCloud, and reinstalling iCloud, they all didn't seem to work
