Safari on iPad: Small ads on top of full screen ads

Safari on iPad: in recent months I’ve gotten small ads in the lower right corner - sitting on TOP of a full screen ad. I’m expecting the full screen ad as a matter of course when doing puzzles, etc. but the small ads sit on top of the “skip ad” button in the lower right. The small ads are tricky to “close”, often opening a new tab with a full screen ad for the product/service. Even if I can close the small ad, they can restart a moment later.

Any suggestions as to how to remove the extra ads entirely? Thanks
