iPhone 7 Haptic Feedback Issues
iPhone 7 haptics turn off for about a week-month and turn on randomly when i power my phone back on for two or so minutes. Haptics are on and previously submerged in water.

That is almost certainly the cause, as the haptics are mechanical, not software, and the only solution for a damaged 10 year old iPhone design is to get a newer iPhone. The 7 was always a great phone, for its time probably the best, but nothing lasts forever. Consider either a refurbished newer model, or go to the current low end most affordable model, the iPhone 16E:iPhone 16e - Apple. Which is still 100 times as powerful as the iPhone 7.
