Unable to enable AFib history on Apple Watch 7

Why am I unable to enable AFib history on my Apple Watch 7? Both iPhone and Apple watch iOS is up to date.

What happens when you try? IS there an error message? Several things are necessary if you are to track AFib. Please check this list. There is more detail in the link below.

You must have a physician diagnosis of AFib.
Update your iPhone to the latest version of iOS and Apple Watch to the latest version of watchOS. (Sounds like you did this._
You must wear your Apple Watch at least 12 hours a day for 5 days a week to consistently receive estimates.
Heart Rate and Wrist Detection must be enabled on your Apple Watch.
AFib History is not intended for use by people under 22 years old.

I have been trying to reply without success. Will try again. Yes, I have been diagnosed with AFib by a physician. No, I don't get an error message. The only thing is that when I try to enable the AFib history button it stays darkened and won't let me do it. I have followed all the "Learn more..." things with nothing changing.
