It is the rights owner/Artist that submits the songs that they want to make available for sale or to stream on Apple Music. Apple can't sell anything that has not been made available to them, that would be illegal. In some cases the Artist will choose exclusivity agreements on a particular platform or choose whether they want it distributed only by streaming, or for purchase, or both. In your case you would need to ask the Artist/Rights Owner for the reason why they have not made it available.
