Can Mac print in color to HP Color Laserjet 400-451?

That is a vintage printer, my friend.

Still, my little bit of research indicates the printer has Mobile Printing Capability - see specs - so can print using AirPrint. However, the printer is not wi-fi capable unless you've added hardware option OR connect the printer via Ethernet to your wi-fi enabled router.

without ever having tried then if one install hps driver I would assume it would work
