I'm going to assume you live in Russia, you wanted to download something and the scammers offered to download it for you, right? We see this all the time in Russia. There is NOTHING you can do. Apple doesn't have any authorized service options in Russia, nor do they sell iPhones in Russia. You will most assuredly be asked to pay a ransom from the scammers, which wouldn't be advisable as they'll likely just ask for more money and you'll still never get back in your iPhone.
The bottom line is you made a REALLY bad decision when you let someone take over your phone, but you let them do it and there's no way you'll ever be able to use the phone again.
So what you should do is chalk this up to a bad bad decision on your part and go buy a new Phone.
