Unable to restart, restore, or recover ipad. Error message 1109. I've tried using different cable, plugging in different port on pc, temporarily turning off firewall, etc and nothing works.

I assume you are using a Windows PC and if so try turning off Windows Defender or any other antivirus. As you can see in this support article it is a server connection issue, so also turn off any VPN that may be blocking the connection.

if it was me then I would try to use another computer like that of a friend/ relative or the likes to rule out the computer being the culprit
Did you follow the Microsoft Support link in the article to reset your Hosts file? McAfee will likely change the Hosts file as it is much more than simply a firewall and turning it off does not reset the Hosts file.
It certainly may be easier to use a different computer, or even take your device to the Apple Store where one of theirs could be used to Restore your iPad.

I think that would be a good choice. That error message has been a common occurrence, especially on a Windows PC and why I suspected that was the case, even before the OS 26 update. You should have no problem with the Restore when taking it to Apple.
I did turn off my firewall (McAfee), and Windows Defender is not active on my PC due to having McAfee. Turning
off the McAfee firewall did not solve the problem. I don't use VPN so that is already off. I tried to do a restore using my iphone hotspot instead of my pc and that also did not work.
