I assume you are using a Windows PC and if so try turning off Windows Defender or any other antivirus. As you can see in this support article it is a server connection issue, so also turn off any VPN that may be blocking the connection.

If you see Error 3194, Error 1109, or other network connectivity errors when restoring your iPhone or iPad - Apple Support

Did you follow the Microsoft Support link in the article to reset your Hosts file? McAfee will likely change the Hosts file as it is much more than simply a firewall and turning it off does not reset the Hosts file.

It certainly may be easier to use a different computer, or even take your device to the Apple Store where one of theirs could be used to Restore your iPad.

Some of the suggestions for a fix are a little out of my skill level! I think I will take it to the Genius Bar at my local Apple store. This problem started after I recently updated my ipad to ipadOS 26. I'm wondering if that's the culprit that started this issue. Never had any problems before with my ipad.

I think that would be a good choice. That error message has been a common occurrence, especially on a Windows PC and why I suspected that was the case, even before the OS 26 update. You should have no problem with the Restore when taking it to Apple.
