How do I stop my iphone keyboard short cuts from working on my laptop. For instance, on my phone I have it set for "th" to suggest "thank you." But I don't want that on my laptop. When I turn it off in System Preferences it turns it off on the phone too. (I don't like my phone and computer to talk AT ALL unless I physically plug it in or otherwise approve the conversation... for reasons like this.)

If I recall, the keyboard text replacements are sync with iCloud Drive.
You would have to turn off iCloud Drive in Settings > [your name] > iCloud (on the iPhone) or in System Settings (or System Preferences depending on your version of macOS) > [your name] > iCloud.

You can try >System Settings>Apple Account>iCloud (Apps See All) and uncheck all apps and compare your results.
