Is there an actual balance and can I change it to my new appleid?

I changed service providers back in May 2025 and I changed my Apple ID over to my new email account which was a Gmail account and while I was in my wallet I noticed that there was an iTunes gift card with my old account (Shaw) with a balance on it is there any way to find out whether that balance actually exists and can I get it transferred over to my new account?

If you had used the same Apple Account having migrated it to the new email address, your balance (if any) would have been carried over.

As you unfortunately created a wholly new Apple Account, you can purchase gift cards with the old Apple Account balance, with whatever part of that balance didn’t come from gift cards or other transfer-protected sources. The rest of the balance will have to be spent at Apple. Give some or all of the balance is from a gift card, it will not transfer.

You can use Family Sharing to make apps and subscriptions accessible to both accounts, or can ask Apple Support if they can help you untangle this and revert to your original Apple Account with your new email address.
