Cannot Scan and Save Documents as PDF without Notes Cutting Document Off.

Scanning documents via notes on iPhone and trying to export as a pdf on my Mac. No matter how I try and create a pdf, it cuts the document off and only saves a portion. Tried exporting as pdf, print-save as pdf, going into markup and rotating, resizing, etc. Nothing works, it insists on cropping most of the document out of the resulting pdf.

Apple support has no solution. This is maddening. Anyone have a workaround? Thanks.
