Unable to make in-app purchases in game app

When attempting to make purchase will in a game app it will not allow me. I have been able to do it in the past but now it will not allow it. It tells me to contact Apple.com/support/iTune/we/. I attempted to do this but it doesn’t give me an option. I have money on my Apple Card so it’s not that there isn’t enough money for the purchase.
