This system has experienced kernel panics. This could be a sign of hardware failure.
I have tried everything (I think).
Reset PRAM, NVRAM
Fresh install of Mac OS
No apps running
Removed Ram chips one at a time.
Ran diagnostics. No problems found.

Apple Diagnostics does little more than check for the presence of operable hardware. As MrHoffman wrote AD is ill-suited for anything else.
Try Safe Mode: Start up your Mac in safe mode - Apple Support. However, since Safe Mode disables hardware graphics acceleration even it may be inconclusive.
It is nearly certain the Radeon Pro GPU is the culprit here. They can be replaced, although I don't know if Apple can do that any more on your "vintage" iMac.
Looks like failing hardware. Probably graphics.
Probably also not worth repairing an iMac 5K 2017.
Try diagnostics, but those aren’t at all good at detecting transient problems.

Apple will usually run their diagnostics for free.
