You appear to be using mobile billing. There appears to be a problem with your account with them. You need to either resolve this with your mobile provider or review the article below about how to pay directly with Apple.

Note that it is often necessary to have a payment method on file to download even "free" apps. Many so-called "free" apps are only "free" to download, but are like vending machines or coin-operated arcade games that are stocked with "in-app purchases" that cost real money.

From the first screenshot it seems clear that there is still 4.48 that is owed and has not been paid yet for a purchase on January 14th.
The second screenshot shows that funds need to be added to continue with Mobile Billing. That is common with a prepaid plan.
