You appear to be using mobile billing. There appears to be a problem with your account with them. You need to either resolve this with your mobile provider or review the article below about how to pay directly with Apple.

Read the links below about various ways to pay for items in the iTunes and App Stores.

- Add a payment method to your account. See this article about payment methods that you can use with your Apple Account --> Payment methods that you can use with your Apple Account - Apple Support then see this article about how to add a payment method to your Apple Account --> Add a payment method to your Apple Account - Apple Support

- Add money to your Apple Account balance - "Use a payment method, such as a credit or debit card, to add funds to your Apple Account balance." This takes the previous payment method one step farther by optionally using it to irreversibly add funds to an Apple ID account balance instead of having the card charged each time.

If no option is shown to "Add Money to Account" using this method (you only see using gift cards) then it may not be available in your country. Use a gift card instead.

- This article outlines how to redeem an Apple Gift Card or App Store & iTunes gift card --> How to redeem your Apple Gift Card, App Store Card, or App Store & iTunes Gift Card - Apple Support

Note that it is often necessary to have a payment method on file to download even "free" apps. Many so-called "free" apps are only "free" to download, but are like vending machines or coin-operated arcade games that are stocked with "in-app purchases" that cost real money.

Those TikTok "coins" are a perfect example of such artificial consumables.

On top of that. an unpaid debt would be enough, all by itself, to cause Apple to block new app downloads and in-app purchases.

You must solve the issue by working with your mobile carrier, and with Apple, to

  • Pay the QAR 4.48 debt.
  • Have a payment method in good standing registered for the Apple Account. If you want to keep using Mobile Billing, then as Mac Jim ID notes, you will need to add funds to your carrier's prepaid account. It also may be possible to switch from Mobile Billing to another method. See Payment methods that you can use with your Apple Account - Apple Support ,
