How can I access my Apple Account with email verification and a locked account?

I have full access to my email and I can receive verification codes there right now. However, Apple’s 'iforgot' site is still blocking me because it is demanding a birthdate that I don't know and a trusted device that I don't have.

Even though I can prove I own the email, the system is stuck. Because I tried to get past that screen too many times, the company has locked my account entirely, making my email access useless for now. I am trapped in a loop where having the email and the code isn't enough to satisfy their security
