Internet Recovery lets you reinstall a copy of macOS, by downloading it from Apple's servers while you are started up in Recovery mode.
Early Macs did not have Internet Recovery, but instead, shipped with copies of the OS on optical disks or on floppy disks, depending on how far back you went. I believe that Internet Recovery came along around the same time as Mac OS X 10.7 (Lion) did, in 2011.
The M1 MacBook Air has Internet Recovery, although Apple might not use the word "Internet" in the user interface. This article, for instance, has a screen snapshot showing an option to "Reinstall macOS Tahoe".
