Re: "Export to Voice Memos option is missing"
Wondering whether or not you can "share" to Voice Memos using Apple's method below.
(Sorry I don't have identical hardware and software to test it out)
Share songs with GarageBand for iPhone - Apple Support
Eg: says:
"You can open a GarageBand song in iMovie or another app on your iPhone. The app must be compatible with the iPhone “Open in” feature.
- In the My Songs browser, touch and hold the song that you want to open in another app, tap Share, then do one of the following:
- Send the song as an audio file:
- Tap Song, select the desired audio quality, enter artist, composer and title information, optionally add an image for the audio file, then tap
- Share.
- Send the song as a GarageBand project: Tap Project.
- Tap “Open in”, then tap an app icon.
- If there are no compatible apps on your iPhone, the list is empty."
If you don't see an option for Voice Memos using the "share" option, you can likely "share" (eg: email etc.) the audio file to yourself and open the file in Voice Memos.

I don't know. We are all Apple users, like yourself, in the community ... generally no-one here knows why Apple does what it does, or what Apple plans. We see the results when they appear.
The "share" option may allow for a greater variety of ways to get files out of Garageband so others can benefit ?

With some upgrade scenarios, the old methods may not work, and more so on a new phone with a major upgrade iOS version installed. (iOS 26.2.1 is the newest version)

Perhaps one or more of Apple Support's tips can help:
If an app on your iPhone or iPad stops responding, closes unexpectedly, or won’t open - Apple Support
or
Some third-party apps run continuously in the background using valuable resources needed for other tasks.
If you have any third-party (non-Apple) apps on your new iPhone:
Unnecessary apps such as virus-checkers, ad-blockers, cleaners and the like (even VPN, unless provided from an employer) often cause interference if installed. Try turning them off, or better, use uninstallers from their developers to get rid of the apps and any associated files.
Any apps you find necessary need to be kept up-to-date so they don't cause compatibility issues.
Some apps "hog" resources (Chrome browser is notorious .. try using another (eg: Firefox) instead.)
