If you cannot add a card to your account so you can make a purchase for the exact amount remaining, you will have to contact Apple and ask them to keep the current balance in your account. Apple will keep the balance when using this method .
Alternatively give Apple a phone call. Find a list of telephone numbers at: Contact Apple Support - Apple Support . You will need to contact Support for the country to which your account is set, but the telephone numbers are not international, nor does Apple provide telephone support in all countries. For some countries look under “Other” listing at the end of the list.
If you can neither add a payment method nor contact Apple, your alternative is to create a new Apple Account. Avoid doing that if at all possible. It will cause a LOT of complications with your current account content.

I’ll add that at the end of that article Apple advises, “If you don’t want to enter a payment method, wait until you're physically in your new country or region, then create a new Apple Account.” As mentioned earlier, avoid that if possible.
