How to resolve 'TV Transfer Warning' preventing purchased content playback on laptop?

I'm getting this warning that is preventing me from playing any of my purchased movies and content in the TV app on my laptop. I had another laptop before this that I recently got rid of so I no longer have access to it. When I click Transfer, nothing happens. The 90 day period has past. What can I do? Why can't I view the content that I purchased?

Refer to this support article about that message —> View and remove your devices that are associated with your Apple Account for purchases - Apple Support

‘When you try to associate a device that was previously associated, you might notice a message that says, “This device is associated with another Apple Account. You cannot associate this device with another Apple Account for [number] days.” You might need to wait up to 90 days to associate the device with a different Apple Account.’

Are you using the same Apple Account that was used on the other computer?

If the Transfer button isn't working and isn't telling you why then contact Apple.
