99.9999% of the time, the thing that seems to be wrong with your device is not a scam or hackers.
Where are you seeing this?
Your phone gets its location primarily from the built-in GPS. Make sure you go to Settings>Privacy & Security>Location Services and make sure Location Services is turned on. Also, make sure you keep WiFi enabled. You don't have to be connected to a network; just leave it on.
On both devices go to Settings>General>Language & Region and make sure that's set correctly.
Your Mac, because it has no GPS, gets its location from its internet connection. And sometimes that can give information different than your actual location. If your ISP is using switches or servers in another state, that can cause an incorrect location. Sometimes, if the router was originally set up in another place, it can still show that. Your best contacting you ISP for that.

And if you use VPN, your location will be the location of the VPN endpoint node. Which you have no control over with most VPN providers.
