No. Apple will never send a message like this. This is a scam message that is trying to trick you into revealing personal data. Delete the message and keep working.

Is this a managed or supervised iPhone?
Are you using a business or organization email account — such as a Microsoft Exchange Server ActiveSync account — with this iPhone?
If so, the MDM profile usually used for that account can set passcode policies, including establishing passcode lifetime requirements.
