Errors downloading from iCloud to Windows 11 PC.

I have spent most of the last 3 days trying to download my photos and videos taken 2024-2026 from iCloud to my Windows 11 desktop PC using several recommended methods.

When I download from File Explorer/Pictures/iCloud Photos, I receive numerous errors with 2 codes: 0x800701AA and 0x80070184. Most recently, of 34 files, only 11 downloaded.

This morning, following instructions found here to download from iCloud.com/photos, all files downloaded had today's date! They were all from May of 2025. I must have the correct dates.

Yesterday, I called Apple Support, but they only sent instructions that I had already been following.

I will greatly appreciate any help that can be provided.
