Hey! Try these steps, and it should work!

Open the Phone app and go to the Voicemail tab. Pull down to force a refresh and wait about a minute.

Press and hold 1 to call voicemail directly. Listen through every message, including saved or deleted prompts, then hang up normally.

Turn Airplane Mode on in Settings, leave it on for about 30 seconds, then turn it off. Open the Phone app again.

Power the iPhone completely off, wait at least 30 seconds, then power it back on.

Go to Settings, then Notifications, then Phone. Turn Badges off. Restart the phone. After it boots, go back and turn Badges on again.

Go to Settings, then General, then Transfer or Reset iPhone, then Reset, and choose Reset Network Settings. This will remove Wi-Fi and cellular settings but not erase data.

If the badge is still there after all of this, there are no additional on-device steps available in iOS. The indicator is being held by the voicemail server, not the phone.
